Our approach

The Evidence-to-Action Method.

A disciplined framework for turning complex questions into evidence-informed decisions and workable plans—combining structured research, analytical tools, and experienced human judgment.

Our six-stage framework

Rigor in the process. Clarity in the outcome.

01 / FRAME

Define the decision.

Clarify the challenge, decision-maker, constraints, community perspectives, and criteria for success.

02 / INVESTIGATE

Build the evidence base.

Use directed research workflows to gather relevant funding, policy, scientific, and operational evidence, recording sources and dates.

03 / TEST

Challenge assumptions.

Assess source quality, alternative explanations, missing populations, and the limits of available information.

04 / MODEL

Explore the options.

When data and expertise permit, compare scenarios, trade-offs, sensitivities, and uncertainty rather than implying false precision.

05 / ADVISE

Translate insight into action.

Senior consultants interpret the findings and recommend practical steps grounded in organizational capacity.

06 / LEARN

Measure and refine.

Identify useful measures, revisit assumptions, and adjust as implementation conditions change.

Technology in service of judgment

AI expands the inquiry. People own the decisions.

We use AI-enabled research and analysis where it can improve the breadth and structure of an engagement. Outputs are reviewed for accuracy, relevance, bias, and evidentiary support before informing recommendations.

Our approach recognizes Tribal data sovereignty, confidentiality, community context, and the particular risks of underrepresented rural populations. Sensitive information is not treated as ordinary input to consumer AI systems.
